DISCUSSION The Supplement proposes to reinstate the Control Room Isolation Signal (CRIS)
Surveillance Requirement (SR) setpoints which were previously proposed to be i
deleted from the specifications. These values are currently in the existing TSs and post PCN-299 (Technical Specification Improvement Program) specifications.
l This CRIS SR ensures the dosage that will be received by operators post-accident are within regulatory limits.
Properly maintaining control room j
habitability is under the cor. trol of 10 CFR 50 Appendix A, General Design Criteria (GDC)19, rather than the TSs.
However, the setpoint values in the TSs provide added assurance that this criterion is being satisfied.
SAFETY ANALYSIS t
The proposed change described above shall be deemed to involve a significant L
hazards consideration if there is a positive finding in any one of the following areas:

involve a significant increase in the probability or consequences of an accident previously evaluated?
Response
No The proposed Supplement will maintain the radiation monitor setpoints i
for the Control Room Isolation Signal (CRIS) in the Technical Specifications (TSs). These setpoints, which are currently in the existing Technical Specifications and post PCN-299 (Technical Specification Improvement Program) specifications, were previously proposed to be deleted from the specifications in the original submittal of PCN-432.
The probability of an accident and the consequences of an accident are unaffected by this proposed Supplement since the Safety Analysis remains unaffected.
Therefore, operation of the facility in accordance with this change will not involve a significant increase in the probability or consequences of an accident previously evaluated.

Will operation of the facility in accordance with this proposed change create the possibility of a new or different kind of accident from any accident previously evaluated?
Response
No The Supplement proposes to reinstate the control room radiation monitor setpoints for CRIS previously proposed to be deleted from the specifications in the original submittal of PCN-432. The modification does not influence the possibility of a new or different kind of accident evaluated because the setpoint values are currently in the existing TSs and post PCN-299 specifications.
Therefore, operation of the facility in accordance with this proposed change will not create the possibility of a new or different kind of accident from any accident previously evaluated.

Will operation of the facility in accordance with this proposed change involve a significant reduction in a margin of safety?
Response
No The margin of safety is preserved by this Supplement since the CRIS setpoints for the control room radiation monitors are being reinstated in the existing TSs and the post PCN-299 specifications.
These setpoints were previously proposed to be deleted from the specifications and relocated to administrative control procedures in the original PCN-432 submittal.
Therefore, this proposed change will not involve a significant reduction in a margin of safety.
Safety and Sianificant Hazards Determination Based on the above Safety Analysis, it is concluded that: 1) the proposed change does not constitute a significant hazards consideration as defined by 10 CFR 50.92 and 2) there D. reasonable assurance that the health and safety of the public will not be endangered by the proposed change.

because this action does not involve a significant hazards consideration, it will also not result in a condition which significantly alters the impact of the station on the environment as described in the NRC Final Environmental Statement.
