Docket Nos. 50-361 and 50-362 Amendment Application Nos. 148 and 132, Supplement 1 Radiation Monitoring System San Onofre Nuclear Generating Station Units 2 and 3 Enclosed is Supplement 1 to Amendment Application Nos. 148 and 132 to Facility Operating Licenses NPF-10 and NPF-15 for the San Onofre Nuclear Generating Station Units 2 and 3, respectively. The amendment applications, which were submitted July 19, 1995, consistofProposedChangeNumber(PCN)-432.
Supplement 1 to PCN-432 is a request to withdraw the original proposed changes, which were associated with the Control Room Isolation Signal (CRIS) setpoints, to 1) existing Technical Specification (TS) Table 3.3-4,
- 2) gineered Safety Feature Actuation System Instrumentation Trip Values," and "En post PCN-299 (Technical Specification Improvement Program) specification Surveillance Requirement 3.3.9.2.
This request will reinstate the CRIS setpoints, which were previously proposed to be deleted from the specifications in the original PCN-432 submittal, in the existing TSs and post PCN-299 specifications to expedite NRC staff approval of PCN-432.
PCN-432 is expected to result in a total present worth savings in excess of
$100,000 over the remaining life of the two units.
The savings is based on the added costs for replacements of failed radiation monitor parts and the anticipated increasing difficulty of obtaining spare parts for the original analog components.
Because of the savings, PCN-432 is considered a Cost Beneficial Licensing Action (CBLA).
Edison requests this amendment be issued effective as of its date of issuance, to be implemented within 30 days from the date of issuance.
This will provide adequate time for the necessary procedure changes and training on the new j
