1rfd. I, Michael J. Schaeffer hereby make the following statement to Mr. C H Weil who has identified himself to me as an Investigator of the United States Nuclear Regulatory Commission.

his statement describes the events regarding the Instrumentation Instsllation for the Underpinning at the Midland site.

I, Michael J. Schaeffer, am employed by @nsumers Power Cbmpany as Section Head in charge of Electrical / Instrumentation and Controls /MPQAD.

On Wesday, March 16, 1982, Ron Cook, the NRC's Midland Project Senigr Resident Inspector, alerted me that Mr. R. Gardner and Dr. R. Landsman would be on site Wednesday, March 17, 1982, to review procedures that dealt with installation of the Instrumentation System which monitors the Under-pinning activities.

On Wednesday, March 17, 1982, I asked Mr. Gardner g at specifically he was on site for. He told me that he was here to review procedures and drawings that covered the Instrumentation activities fcr the thderpinning work.

Specifically, he was concerned about conduit and cable pulling.

My response to Mr. Gardner was that I was totally unaware.that the Electrical Metallic hbing (EMT)/ Conduit and cable pulling installation activities con-cerning Instrumentation for pe Underp,ijn ing were "Q", or under the Midland Project Quality Assurance ram.

Mr.-Gardner, I started inquiring about the subject with the MPQAD Soils Group i

and learned that Consumers Power Company believed these activities were non-Q l

(not under the Midland Project Quality Assurance Program) and that the NRC 4

believed that these activities were "Q-listed".

not covered by approved procedures, I called the CPCo night shift supervisor.

l (Mark Dewitt) asking him to stop any cable pulling, conduit installation, or any other instrumentation activities that dealt with the Underpinning Instru-h mentation.

Sursday, March 18, 1982, I went'to the field to assess what activities had j

been done prior to MarchJl,1982, and discovered that approximately 20t of 1

l the Instrumentation Systern had been installed, ie., some conduit was run l

from the Data Acquisition Room to the deep seated benchmarks, some cable was I

pulled, however, no Instrumentation was installed at the benchmark locations v)
