As you know, settlement problass with the diesel.;enerator building j

at Midland has lead to additional IE surveillance of this plant and to a transfer of lead responsibility to tRR (.ietn uth IE to Vassallo NRR 11/17/78).

I Informal commuelcation with I&E indicates that the structursl i

i fill in the entire plant area is of questionable quality. Two I

courses of ?$R action, in order to attain a reasonable assurance i

of safety are thus:

'1) P.equire the applicant to rer.ove and rephce all structural fill not.secting 'CC acceptancescandards.

A msnber of completed buildings and buried lines would need to be demolished and reconstructed to fo11cw this t

course.

Identify, anal :e, reasure and monitor all itens

associated.dth the *,afety of the plant t'at are influenced by settivvnt and differmti:1 sr.itlerent of struct res and by other preserties of ;e.or wality fill. Pre:are technical s;:ccirteatt.n ( 6c511w

. North Anna) to assure safe operation of tre plant.

I have discussed the implications of followinq the latter course with !&E. We estimate the !ER detailed review effort c.eeced to follow the second course, assuning full cooperation frm the a olica.-t, uculc be about 1: an-years. Otwlously, the resources >f the icenci:rus Crard-must be supplemented to accarelish the.1ecessary rev1(v ared a tirely conclusion of a reasonable assurt.nce of safoty.

I propose that NRR prtrgtly negottate a contract with a selected geotechnical consulting firm to perfom the detailed I

review work, under Geosciences Branch perview. I as sure that the l

Corps of Engineers would not be able to prov1.'* the necessary support. I estimate that supporting funds for :.he proposed contract would total $100,000. About $100,000 wculd be required in FY 79 and 5C0,0C0 in FY CO.

Please advise me of the availability of funds in this anot.nt so that a contract request can be initiated.
