REVISED ESTIMATE OF CONSTRUCTION COMPLETION DATE'FOR MIDLAND The visit by the hRC staff's daseload Forecast Panel on Septcmber 18-19, 1979, to the site for hidland Plant, Units 1 & 2, has resulted in a further slip in the Panel's projected completfon date for Midland' Unit 2.

The Panal's revised csticate for ccznpletion of Unit 2 (the first of the tidland units scheduled for complettori) is June 1982. As indicated in previous letters to the hearing beards for previous projections by the Panel, schedular estimates for this plcnt, although only a rough indication, could potentially be relevant and material to the Midland proceedings. Accordingly, I recen:end that both the reaand and CL boarcis be inferr ed of the revised estimate by the Panel.

The revised estimate of June 1982 for Unit 2 completion represents a seven-month slip iri the Panel's previous estimate of November 1981* **. The applicant's current estimate is June 1981***.

However, the applicant is currently developing a revised forecast (Forecast No. 6) to reflect recent increases in electrical quantities and the influence of TMI-2 issues and open licensing issues. Forecast No. i will be finalized in January 1980.

The estimate by the Forecast Panel does not include THI-2 effects and is based principally upon the obs with the experience of previou, erved status of Midland construction coupled s plants at this construction stage.

Documentation of the September 18-19, 1979 meeting summary is in progress.

Copies will be forwarded upon completion.
