l MEMORANDUM FOR: The Atomic Safety and Licensing Board for the Midland Plant, Units 1 and 2 FROM:
Thomas M. Novak, Assistant Director for Licensing Division of Licensing Office of Nuclear Reactor Regulation
SUBJECT:
BOARD NOTIFICATION - MIDLAND STEAM GENERATOR TUBE RUPTURE (SGTR) ANALYSIS (BN-83-ll6)
In accordance with present NRC procedures regarding Board Notifications, the enclosed infomation is provided as being material and relevant to safety issues in the Midland proceeding.
The information provided is related to BN-83-47, "Need for Rapid Primary System Depressurization Capability in PWR's."
A concern identified in this Board Notification 83-47 regards prolonged primary-to-secondary leakage since it may not be possible to stop this leakage in a SGTR while maintaining the RCS in a subcooled state. Midland is the only plant for which an analysis (FSAR Rev. 47) has been submitted to the NRC accounting for prolong-ed leakage.
In Revision 47 to the FSAR, the applicant has revised its SGTR analysis to include steaming of the affected steam generator until initiation of the decay heat removal system. The applicant's proposal may result in greater offsite doses which would affect conclusions contained in the Safety Evaluation Report and which may exceed Standard Review Plan criteria.
The staff has detemined that a reanalysis of the SGTR is necessary to assess radiological consequences adequately.
