SUBJECT:

Cr.P NOTIFICATION OF B&W POOR WORK PERFORMANCE AT MIDLAND On February 18, 1982, I received a telephone call from Mr. Devine (GAP) informing me that he had been notified by a B&W worker who wanted to remain anonymous but wac concerned with some of the work activities being conducted by B&W at the Midland site.

r The anonymous worker asked that his concerns not be the subject of an immediate investigation, but rather be included as inspection points during the next NRC inspection of B&W work activities in order to protect his identity. His concerns were as follows:

1.

Out of almost 300 installed snubbers in Unit 2 only 20 to 30 are properly protected by covers. Snubbers are being stepped on by workers and appear to be damaged by construction activities.

These snubbers are located near the steam generators.

2.

Stainless and carbon steel weld rods are being mixed together and are not being stored in heat ovens. Welders are picking the weld rods right off the floor and welding material with them.

I informed Mr. Devine that we would consider the worker's request not to inspect the area immediately, however, in view of the possibility that the longer these reported conditions remain known to CAP, the greater the potential for additional problems.

I will direct R. Cook and B. Burgess to immediately inspect the area in question on a general plant tour.

Dear Ms. Garde:

In response to your letter dated January 17, 1983, Consumers Power Company's proposed Construction Completion Program for the Midland Plant was submitted to the NRC by letter dated January,10, 1983 from J. W. Cook to Mr. J. G.

Keppler.

Copies should be available by now in the NRC Public Document Rooms in Midland, Michigan and Washington, D. C.

In addition, as noted in a letter dated January 17, 1983 from Mr. Keppler to Mr. Cook, a public meeti'ng concerning the de-i tails of this program will be held by the NRC in Midland on February 8, 1983.

In your January 17, 1983 letter you also asked for further information with respect to nine listed items.

These items relate to issues which will be litigated in the forthcoming NRC Atomic Safety and Licensing Board hearings which are presently scheduled to begin in April, 1983.

Written testirony will be filed well in advance of the hearings, and following the hearings transcripts and exhibits will be placed in the NRC public document room.

In addition, it is the Licensing Board's' practice to set aside time during such hearings for comments from interested members of the public.

Such limited appearance statements are particularly welcomed when they are specifically directed to the prefiled testimony and other evidence *which the Board is considering.

Accordingly, this hearing process will provide detailed information concerning conditions at the Midland Plant to interested members of the public, including the Lone Tree Council and GAP, and also allov them to present I

their conclusions to the responsible decision medcers.

We hope that if GAP does choose to make a limited appearance statement in the forthcoming hearings, it will be substantive and constructive.
