Dear Mo:

As you are well aware, many of my constituents live in the shadows of the Three-Mile Island nuclear power plant.

In light of this, I have indicated to the Nuclear Regulatory Commission many times over the last five years my number one concern:

that their number one concern must be the health and safety of the people living in the environs of TMI.

I h' ave likewise-indicated time and time again that managecent integrity -- and, perhaps more importantly, the perception of that integrity by the surrounding community -- remains an issue which must be resolved. I want to stress that the manner in which this outstanding question is resolved is vital, in order that those people who have had their faith shaken so prof oundly will feel confident that those in positions of authority know exactly what they are doing, and are prepared-to do everything correctly.

Uith this in mind, I waN pleased to note that, in your introductory remarks during the oversight hearing on NRC's FY'84 "

and FY'85 authorization, you reiterated your oelief that . . . if the nuclear technology is to survive, people must have confidence in the NRC."

'I agree strongly with you that decisions made by the' NRC must be made in a manner which generates trust, and not suspici~on.
