B&W Position: As a result of the December 4,1978', talacon, B&W bel' eved i
that TVA's t=aba4 a=1 questions outlined in the Michalson report had been resolved and that only d-tation of this resolution was required (see page 2 of Ace =ah==at 1).
T7A Position: It appeared during the talacon that B&W had not evaluated the M4el.=1=on report in sufficient detail to respond to all TVA's questions in the Deceabar 4,1978, telecon (see Attachments 2,; 3, and 4 for the observations of three telecon participants). Further, B&W indicated they had not perform 4 a detaildd calculation of the small break LOCA event and did not feel such a enle=1-tion was warranted. B&W did note that the NRC was satisfied with the B&W LOCA analyses, 4a-1=A4a: the i
small break case. T7A requested
- documentation of the NRC review and approval of the"small. break LOCA analysis. On December 10,1978, TVA telecopied to B&W a i.,y J.tten statement to clarify its concerns relat-ing to the small break analysis and asked that this stata. ment be considered when answering TVA (see Ate =eh==ne 5 for the draft copy). B&W was to respond in writing.
i Additional Observation: During the December 4, 1978, telecon, B&W appeared to lack an underse -d4=
as to what the Miah=1=an report was trying to say and,showed a,reluctsace to find out. Their apparent position was that the B&W.small break analysis had,been reviewed and approved by the NEC and that nothing more was needed. T7A,.tharefora, shifted its t=1=-
emphasis from that of trying to obtain specific answers concerning:the report to that of confirming that the NRC/B&W small break analyisis review process might contain answers to TVA's
