Dear Mr. Chairman:
I Since assuming responsibility for oversight of the NRC, have had too frequent cause to call to your attention and that of your predecesors deficiencies in the quality of NRC investigations.
I regret that I must again raise questions about the quality of an investigation; in this instance, the inquiry conducted into circumstances surrounding the c
development of the " Preliminary Report, Seismic Investigation Program" prepared by R.
L.
Cloud Associates, Inc. for the Pacific Gas & Electric Company. This investigation is reported upon in NURGE-0862.
NUREG-0862 is currently under review by staff of the House Interior Committee, the Commerce Committee Subcomittee on Energy, Conservation and Power, and Congressman Panetta's office; the staf f conducting these reviews are finding what appear to be significant deficiencies.
While I do not intend to involve myself in the substance of the matters under investigation, I am concerned the NRC inquiry be thorough and not subject to the types of criticsms called forth by past investigations.
I believe, therefore, in order to forestall a repeat of past experience, the NRC Inspector and Auditor should be directed to conduct a review of NUREG-0862 for the purpose of determining whether appropriate questions were asked during the interviews conducted by NRC staf f, whether these questions wars appropriately followed up, whether an adequate search was made for relevant documents, 3nd whalher_
