As we discussed today, the Commission has decided to have you conduct a review of the investigation reported in NUREG-0862.

The review is to be undertaken with a view to improving the

investigatory process, and should address the issues raised in Mr. Udall's letter of February 8,1982 and the concerns of Mr. Ottinger's staff conveyed in the March 1, 1982 memorandum to the Commission from Carl Kammerer.
You should also contact Mr. Udall's staff to see if more information or observations relevant to your review have been developed.
You should adjust the use of your resources to accommodate this review and your other activities in as effective manner as possible.
Please provide me with your plan for the accomplishment of this review by May 4, 1982.
