DFTCRIPTIO!J OF CHANGE in Supplement No.1 to Technical Specifications, add the following Test Puci Assembly to Its F.2.

Test Fuel Assembly XVI One 9-rod subassembly shall have the four corner rods clad with type 304 stainless steel havint a nominal thickness of 15 milo, and contain UO2 pellets enriched to 5.7% U-235 Two of the remaining rods shall be clad with type 304 etainless steel having a nominal thickness of 15 mile, and contain UO2 pellets enriched to $.7% U-235, and be Instrumented with a themocouple located in the fuel near the top of each rod. The remaining two rods shall contain U02 - 347 stainless steel cemet fuel, and be instrumented with two themocouples located in the fuel near the center and bottom of each rod. Cemet fuel composition shall be 347 stainless steel (72 w/o), U02 - (28 w/o),

enriched to 44% U-235 clad with type 347 stainless steel (0 391 inch 0.D. x 0.017 inch nominal for the outer wall and 0.102 inch I.D. x 0.017 inch nrainal for the inner wall).

A standard Saxton flux thimble will be provided in the center of the subassembly.

The themocouples for the UO; fuel rods arn positioned in center holes drilled into the fuel pel)ets, and are sealed t.t the top end of the fuel rod. The themocouple sheath is 347 stainless steel having a nominal 0.D. of 1/8 inch.

The thermocouples for the cennet fuel are positioned in the center hole and are sealed at the top end of the fuel rod. The themocouple sheath is 304 stainless steel having a nominal 0.D. of 3/32 inch.

Two water themocouples are provided in diagonal corners of the subassembly, and are held in place by clips spot welded to the subassembly enclosure.

At the 35 MWt power level the maximum themal output will be 18.0 kw/ft.

PURPWE OF CHANGE The purpose for addition of this test subassembly is to provide instrumentation for observing the effects of pH changes on 1) fuel center temperature, 2) heat transfer between instrumented fuel rods and coolant.

The "pH" test will be perfomed using LiOH as the alkalt. The objective of the experiinent is to obtain neasuranents which combined with information from other concurrent prodrams wil]

develop a coherent explanation of the mechanisms of the pH-reactivity effect.

3 SAFETY CONSIDr.PMIONS The two cermet rods are similar to the fuel used in lH-1, Sur. dance, Wyoming, and PM-3A, McMurdo, Antartica, with no reported difficulties.

A review of the physical, chemical, and radiation properties of this fuel material indicate satisfactory perfomance.

An instrumented subassembly with several thennocouples outside the fuel rod hat previously been used in Saxton, Core 1 Many pH-reactivity tests have been run in Saxton. Thus, both the materials used and the physical and thermal behavior of the test are well known.

Themal and physics calculations perfomed for the rode of the test subusambly show that the nuclear and themal characteristics are within those for which an evaluation of credible accidents is reported (Safety Analysis Report for Saxton for 35 MWth). Table 1 summarizes the calculated thermal characteristics at the 114% overpower condition for the most adverse location (eentral Position) of the test assembly.

The tests will initially be perfomed with the subassenbly located in the peripheral location and at a power of 23.5 Kd,h.

This will allow verification of the methods used for physics and themal calculations before tests are conducted at higher power levels.
