Applicant hereby submits Change heport #12 in compliance with paragraph 3(C) of License DPR-b. This change pertains to the replacement of experimental fuel cubassembly viii as described in Change #1h to the Technical Specifications with an experimental fuel subassembly that contains nine standard fuel rods.

Description of Change _
Section F.2 of the Technical Specifications, as amended by Change No. lb, permits Saxton to replace rods in the experimental fuel assemblies described therein with regular rods enriched to nominal 5 7% U-235 and constructed as described in Technical Specification F.3.
In keeping with by a 9-rod subassembly having ths~ fbi,1. fuel _ subassembly viii has b this provision, the 9-rod experimentalowing f M es D (a) The nine fuel rods as described in Change No. Ih to the Saxton Technical Specifications are repleced by standard free standing, stainless steel clad rode that are fueled with pelletized UO2 of nominal 5.7% enrichment in U-235.
One of these new rods has sensitized cladding. Two other rods have the moisture content of the fuel controlled to 50 ppm and 13 ppm, respectively.
(b) An improved grid design is used in this new subassembly. This new design is of the " Egg Crate" type with interlocking sheet metal straps brazed together that is presently used but contains an improved spring clip design. This new spring clip design requires that the material of the grids, which is not specified in the Technical Specifications, be changed from the presently used 30h stainless steel to age-hardenable InconeLQ 2.
Purpose of Change
'the design changes described above are intended to (a) Provide an in-core test of the grid design and material that are being considered for f uture fuel assemblies.
(b)
Provide a controlled test on the effects of varying the moisture content of the fuel.

Operating Procedures The standard Saxton Operating Procedures for the removal and insertion of '";l assemblies are not altered by this change.

Conclusion It is our conclusion that this change does not involve a change in the Technical Specifications or any unreviewed safety question and that the health and safety of the public will not be endangered by this change.
