On May 29, 1963, Saxton filed with the Comission a written report on plant op'erating experienco puraiuant to the requirements of subparagraph D(b) of Section 3 of Saxton's Provisional Operating License, as amended, along with Amendment No.12 to our license application requestf.ng that the Provisional Operating Licenso be converted to a Full-Term Operating License.

On August 28, 1963, Saxton filed with the Commission Amendment No.13 to its license application requesting that the expiration date contained in its Provisional Opcrating License be extended from September 30, 1963, to December 31, 1963. This a.xtension was approved by order of the Director, Division of Licensing and Regulation, on September 25,1963.
It was Saxton's expectation that this three months' extension would allow ample time for action by the Commission on its application for a Full-Term Operating License. However, the Division of Licensing and Regulation has recently suggested a r. umber of additions and minor revisions in the technical specifications contained in Saxton's present license, and a further extension of the Provisional Operating License is necessary in order to allow time for review and incorporation of these suggestions in the "ull-Term Operating License. Accordingly, we request that the expiration date of Saxton's Provisional Operating License be extended to January 31,196h.
3 We believe that extension of our license is fully justified by the time-liness of our application for issuance of a Full-Term Operating License; by the report of operating experience referred to in paragraph 1 abovel and by the importance of the chemical shim experiments now being conducted in the Saxton reactor au s part of the Phase 1 research and development program previously
