l. By this application Saxton requests that a final operating licen e be issued for the Saxton reactor pursuant to Section 50 56 of the Commission's regulations, amendinc, Provisional Operating License No. DPR-h issued to Saxton on November 15, 1961, as amended by Amendment No. 1 dated October 9,1962. A proposed form of anendment convertinC the provisional operating license to a final operating license is enclosed with this application as Attachment A,

2. Sinultaneously with this application Saxton is submitting a written report on plant operating experience pursuant to the requirements of sub-paragraph D(L) < Section 3 of Saxton't Provisiotal Operating License, as amended. This report is incorporated by reference in support of this application for a final o';erating license.

3 The proposed expiration date of the final operating license is June 30, 1969. This should prcride a sufficient per$od to complete the approximately five-year research end devel3pment program previously agreed upon between Saxton and Westinghouse and to enable Saxton thereafter to wind up its operottons in an orderly way. Should Saxton decide to continue operation of the reseter beyond June 30, 1969, an appropriate extension of the license will be requested.

Provisional Operating License DPR-b issued to Saxton Nuclear Experimental Corporation on November 15, 1961, as amended by Amendment No.1 dated October 9,1962, is hereby converted to a final operating licenae by amending Section 5 of said licenso to read as follows:

i "5. This license is effective as of the date of issuance and shall expire June 30, 1969, unless extended for good cause shown."
