Accese to this area of the tunnel is not normally requirsi during plant operation at power ani as preswitly contenplated, access to this area vill only be required infrequently when the reactor is shut down. Under this condition the radiation level in this area would be such that a persoo working in this area for one hour would not receive a dose of 1rio millirara.

The measured radiation level in this area during povar operstion at 20 Wt was suh thst the dose rate was 200 mrom/hr.

The gate to this tunnel area vill te locked with a padlock, ard this lock ar4 the lock used for the contalment vessel access operdngs will have a commion r: Aster key that will te riaintained in the physical custody of either the Se dor Plant SuperviscTs or the Reactor Plant Supervisor on duty. In our opinion the granting of this exsuptien will not result in an unduc hasard to life cr property and vill ensure more safety than that which would be previded by following ,
