1. , Description of Change Change paragraph (7) on page 13 of the Saxton Technical Specifica-t2cns under item 18," Administrative and Procedural Safeguards," to read as follows:

"Before any major circuit breaker or critical valve can be operated for maintenance or any najor piece of equipment, control, or instrumentation can be taken out of service fcr maintenance, a written order must be issued and signed by or on authority of the Reactor Plant Superviser on duty."

?. Purpose of Change As paragraph 18(7) of the Technical Specifications r.ow reads, it  :

would be necessary for the Reactor Plant Supervisor on duty to issue a written order for the operation of many of the electrical breakers and system valves during nornal operation. It was the intent of this paragraph that only written orders would be issued for breakers and valves operated to take equipment or syster.s ut of service for maintenance. Therefore the words "for maintenance" have been added to this paragraph for clarification.

3. Safety Considerations In our opinion this proposed-change does not present hazards con-siderations.
h. Health and Safety It is our conclusion that the health and safety of the public will not be endangered by this change.

5 Schedule Approval is requested as soon as possible.

Docket No. 50-lh6 DPR-b Technical Specifications Chance hequest #6

1. Description of Chango Change iten 12 on page 11 of the Saxton Technical Specifications as anended on October 9,1962 to read as follows:

"A charging systen consisting of two motor-driven horisontal, triplex, reciprocating pumps, each having an adjustable capacity of 3 to 15 cpm at a total dynamic head of 2500 psig, is provided t; charge degasified, 4 demineralized make-up water, concentrated borated water, and water from the purification system back into the main coolant system. These pumps will be in operational condition during power optration of the reactor, except that one pump may be rendered inoperative for the purpose of per-forming ninor maintenance, such as replacing packing. One or both of '

these pumps will operate intermittently as required for the purification systen, and for volume control of the main coolant systen."

2. Purpose of this Change This change is being renuested in order to make it porsible to main-tain these nunps during experiments requiring extended periods of power operation.

Based on operating experience to date, it has been observed that the leakage .

through the high pressure packing glands of the reciprocating piston shaft extensions on these pumps becomes. excessive after short periods of operation and will require. frequent replacement of the packing. As item 12 of the l

Technical Specifications presently reads, it will be necessary to shut the reactor down in order to perform any minor maintenance such as replacement of the shaft packing. This restriction will make it difficult, if not impossible, to obtain extended power operation runs of four ta six weeks as required for come of the experiments planned for the five-year research and development program. .

3. Safety Considerations The only potential safety consideration resulting from this proposed #

I change would be that if a failure of the one operable charging pump occurred l

during a tine when the other charging pump was out of service for maintenance, .

j it might be _necessary to inject borated water into the main coolant system as.

l a result of a failure of the main coolant pump and a resulting decrease in the i

main coolant temperature.

The probability of two failures of this type occurring at the same time seems remote and in the event thic'did occur it still would be possible to inject borated water directly into the reactor vessel by means of the safety injection system pumps. If the one charging pump is operable at the time of a nain coolant punp failure or a main system cool-down, a charging rate of 15 gpm of borated water is sufficient to maintain the reactor subcritical. 3 In our opinion the proposed _ change does not present significant hazards considerations not described or implicit in the Final Safeguards Report.
