Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Containment Structural Integrity Technical Specification Tables 4.6-la, 4.6-lb and 4.6-2

Dear Mr. Denton:

South Carolina Electric and Gas Company (SCE&G) hereby requests a change to the Virgil C. Summer Nuclear Station Technical Specifications for Containment Structural Integrity, Tables 4.6-la, 4.6-lb and 4.6-2 (see attached). Table 4.6-la gives the surveillance tendons and lift-off forces for inspection periods 1, 2, and 3. Table 4.6-lb gives the adjacent tendons and gives lift-off forces for the three surveillance periods. Table 4.6-2 gives normalizing factors for each of these surveillance periods.

An error was discovered in the calculations for the predicted hoop teadon Base Values listed in Tables 4.6-la and 4.6-lb. The error caused the Base Value for each hoop tendon listed to be from 0 to.7 Kips too high. The corrected values are provided in the marked-up tables attached. .Because the values were too high in Tables 4.6-la and 4.6-lb, and therefore more conservative, previous' testing results are still acceptable. Additionally, because this change corrects an error in the Technical Specifications, the margin of safety is not reduced and the l

l probability or consequences of an nccident are not increased.

i Thus, a finding of no significant hazard is appropriate.

Four tendon surveillance substitutions have also been made.

Tendons D-219 (listed twice) and 36AC were changed because they l

were checked during the first surveillance conducted prior to l start-up. Tendon D-312 was changed because of a physical

- determined that a finding of no significant hazard is appropriate for these tendon surveillance substitutions because selection of tendons for testing is random (see Technical Specification 4.6.1.6.1), and therefore, selection of other tendons does'not reduce a margin of safety or increase the probability or consequences of an accident.

These. changes have been reviewed and approved by the Plant Safety Review Committee and the Nuclear Safety Review Committee. A check in the amount of Four Thousand Dollars

($4000.00). is enclosed for processing this change.
