SUBJECT:

STAFF REQUIREMENTS MEMORANDUM OF NOVEMBER 12, 1991, REGARDING THE STATUS OF ADVANCED REACTOR PROGRAMS In Item "a" of the subject memorandum, you requested the status on whether agree-ment had been reached between the staff and Combustion Engineering, Incorporated (CE) on the cutoff level of probability for external events. Although CE's pro-posedLicensiggReviewBasisDocumentstatedthatexternaleventsbelowafre-quency of 10~ occurrences per year would not be considered in evaluating con-tainmentperformance,CEhasinformedusthatthisisnotghecase.

Initial indications are that CE will be using values less than 10- for two of the external events, tornadoes and seismic events. The staff has not yet progressed sufficiently into the review to verify this.

CE has apparently determined that addressing fire and internal flooding events is not required based upon qualita-tive analysis. The staff is reviewing the CE submittal to determine whether the containment design and the probabilistic risk assessment, including the treatment of external events, are acceptable. The staff will inform the Comission of the resolution of this issue in the Safety Evaluation Report for the System 80+ design.

Item "c" of the subject memorandum dealing with the ability of the staff to handle a COL application is being addressed in a separate Information Paper.
