COMMISSION ACTION ON THE KEY LICENSING AND STANDARDIZATION ISSUES ASSOCIATED WITH THE DOE ADVANCED REACTOR CONCEPTS (SECY-88-202 and SECY-88-203)

The purpose of this memorandum is to request that you withhold action on the subject SECY papers until such time as the Department of Energy (DOE) responds to several fundamental issues that have recently come to our attention and that could impact your action.

Specifically, these issues involve (1) an apparent inconsistency in DOE's approcch to containment on two apparently similar modular High Temperature Gas-Cooled Reactor designs (one for commercial electric power production presented to us for review and the other proposed as a production reactor) which raises a fundamental question on DOE's position on containment and (2) an action by DOE to select one of their two sodium cooled advanced reactor concepts for preliminary design without waiting for the results of the Commission's review on these concepts, which they had previously requested (see Enclosure 1 - letter from D. Bunch to V. Stello, dated August 15,1988).

Accordingly, I have requested DOE to respond to these issues (Enclosure 2) and believe that action on the subject SECY papers should not be taken until we have their response.
