STAFF REQUIREMENTS - SECY-89-197 - ISSUANCE OF DRAFT SAFETY EVALUATION REPORT (SER) FOR THE POWER REACTOR INHERENTLY SAFE MODULE (PRISM)

This is to advise you that the Commission has not objected to your proposal to issue the DRAFT SER on the PRISM reactor design.

Accordingly, you may.'.ssue the DRAFT SER when ready.

Consistent with the August 24, 1989, SRM on SECY-89-228 (EPRI ALWR Requirements Document), the Commission is also requesting the staff to identify those areas where it is proposing to depart from current regulatory requirements in the review of the advanced reactor designs (e.g.,

PRISM, MHTGR, etc.) as well as to propose schedules and estimated resource requirements for modifying the associated regulations and guidance documents.

It is the Commission's understanding that the staff intends to i

submit to the Commission a revised version of SECY-88-203, addressing the key policy issues associated with the advanced reactor design concepts, for the purpose of obtaining l

Commission guidance and direction on the approach to be taken by staff in addressing these key policy issues.

Final SERs for these designs will not be issued by the staff until the Commission provides such guidance and direction.

The Commission also wanted to reiterate its desire to review the final safety evaluation reports for the advanced reactor designs prior to their issuance.
