LEVEL OF DESdbN DETA REQUIRED TO MAKE SAFETY FINDINGS ON DESIGN CERTIFICATION In preparation for the upcoming Commission meeting on October 17, 1991 on the design certification process, I would like additional information on where the staff stands in its effort to obtain information necessary to make safety determinations from the vendors.
Specifically, I would like the staff to address the following:
1.
Describe those issues or areas where the staff has identified a need for additional design information from the vendors in crder for the agency to make final safety findings where the vendors have been unable or l
unwilling to provide the needed information at this time.'
2.
Describe the reason (s) why' vendors are unable or unwilling to provide the needed information-(m.L. technical infeasibility, financial considerations, potential for obsolescence).
For my purposes, it would be satisfactory if the staff wishes to address these issues as part of the paper that will be discussed at the October 17 Commission meeting.
In any event, I would like to have this information prior to the meeting.

I 1 For purposes of this request, staff should assume that all design issues will be addressed prior to the issuance of a design certificate, with no issues relegated to a subsequent phase or proceeding for resolution.
