I have reviewed the subject SECY paper and have no objection to the staff forwarding the -report to General Electric (GE) to inform GE of the staff's current findings regarding instrumentation and control issues for GE's Advanced Boiling t
Water Reactor (ABWR).
Indeed, in view of the significant number of safety issues where the staff apparently lacks sufficient information to make its safety findings, I believe that these matters should be raised forthwith with GE.
l As a general observation, I would like to commend the staff for the high caliber of the review that it has undertaken, as reflected in this document.
The staff has done an outstanding job of identifying those issues requiring resolution in order for l
the staff to make its safety findings.
This effort represents precisely the kind of rigorous evaluation envisioned by Part 52 and, in my judgment, will serve to ensure that safety issues are resolved early and with finality in the design certification process.
