AP600 PRE-APPLICATION EFFORTS

i The enclosed letter from Stephen R. Tritch (Westinghouse) to Thomas E. Murley (NRR)

(followed-up by phone conversations), requests that no further formal review of written materials related to the AP600 pre-application effort be undertaken by NRC. The principal reason for this request is the vendor's perceived inability to predict its fee-recoverable expenses for continued NRC staff review of the AP600 preliminary plant description. report (as well as other preliminary docu-ments forwarded to NRC at the staff's request). The vendor indicates that it perceives no additional benefit from further NRC review of these preliminary AP600 documents.

This request only applies to written and preliminary AP600 documents. Westing-house (W) has clearly indicated its intention to continue its participation in i

industry sponsored efforts (EPRI, NUMARC, etc.) and in all AP600-specific testing efforts. Westinghouse will also continue regular interaction with the staff on all other AP600 matters (such as meetings, briefings, and other information exchanges), as well as NRC project management efforts. The vendor recognizes that these AP600-specific staff activities are, and will continue to be, fee-recoverable.

According to Westinghouse, the next written material that will require fonnal NRC review will be the AP600 standard safety analysis report (SSAR) and application for final design approval which it expects to submit in June 1992.

If the need for a formal review of specific AP600 written materials is identi-fied by Westinghouse prior to June 1992, the vendor will clearly identify that material and request that it receive a formal staff review.

The NRR staff has formally indicated its concern to Westinghouse that the AP600 review schedule may be adversely affected by these developments.
