CANADIAN CANDU-3 DESIGN CERTIFICATION (SECY-89-350; COMKR-89-5)
I have the following views on the subject initiatives:

1)
With respect to FY 1990 resources, I endorse the staff's plan to budget one FTE for the CANDU-3 review in FY 1990.
2)
I endorse the staff's proposed plan to process a CANDU-3 application, as set forth in SECY-89-350, subject to the j
availability of resources.
3)
With respect to resources for FY 1991 and beyond, while I l
concur in the action taken by the Commission to eliminate funding and resources at this time from our FY 1991 budget request for review of the CANDU-3 design, if the Canadian Government should come forward with the funds necessary to support this review, I think we should proceed in accordance l
with the plan set forth in SECY-89-350.

I would recommend that the Office of General Counsel solicit the views of the U.S. Trade Representative on the implications of the U.S.-Canada Free Trade Agreement for our consideration of this matter.
5)
I would direct the staff to evaluate the question of whether a prototype will be required for the CANDU-3 design and submit that evaluation to the Commission for our consideration.

6)
I would direct the staff to apprise the Commission of any expression of interest on the part of potential domestic customers for an NRC-certified CANDU-3 design.
7)
I agree to the release of SECY-89-350.
