SUBJECT:

PASSIVE PLANT REQUIREMENTS On January 22, 1993, the staff met with EPRI and the Utility ALWR Steering Committee in Palo Alto to discuss the issue of what regulatory requirements should be placed on active systems that are part of passive plant designs. At that mcating the staff and EPRI reached general philosophical agreement on a process for dealing with this question within the context of a specific passive design.

Final staff approval is subject to staff review of the EPRI detailed proposal scheduled for submittal on February 15, 1993. The agreed-upon process will thus become the basis for resolution of this issue for the Utility Requirements Document for Passive Designs. A copy of the meeting agreements and other relevant background material is enclosed for your information. The final staff position on this issue will be provided in an upcoming Commission paper.
