RESPONSE TO THE COMMISSION STAFF REQUIREMENTS MEMORANDUM DATED MAY 8, 1992 RELATED T0 l

THE PROGRESS OF DESIGN CERTIFICATION REVIEWS This memorandum responds to the Commission Staff Requirements Memorandum dated May 8,1992 dealing with the staff April 21, 1992, briefing on progress of design certification reviews.

By memorandum dated May 29, 1992, the staff provided the Commission with details on whether GE plans to provide the capability of a full turbine bypass for the ABWR.

The staff is preparing guidance on the use of PRA's in handling severe accident issues in the design process for advance reactors and will soon provide the Commission with a status update.

In response to the Commission's recommendation to take a proactive approach to transferring technical information and expertise between universities, we have hired four Summer Faculty members from institutions affiliated with either Historically Black Colleges (HBCUs) or Hispanic Association of Colleges and Universities (HACUs). We also hired eight Summer Technical Interns, three Summer Management Interns, and five Summer Clericals.

In addition to promoting technical interchange between NRC and universities, the hiring of HBCU and HACU college professors for summer employment supports the Agency's EE0 initiatives.

Student summer hiring benefits students by providing valuable training in their field of study and has served the Agency as a means i

i of identifying and attracting entry-level technical employees.

We will continue to look for opportunities for meaningful transfer of information and expertise between universities and NRC.
