4 RESPONSES TO NMSS NATIONAL PROGRAM REVIEW OUESTIONNAIRE A. General 1.
Attachment I is a copy of the current staffing plan.
- 2. Technical / professional interfaces are generally good, as exhibited by excellent communications, continued use of rotational assignments, and general philosophical agreement on policy and technical positions. However, there are occasional instances of differing technical opinions or interpretations of policy that are not yet resolved.
We believe that counterpart meetings at various orgamzational levels are beneficial and should be continued. At the Branch Chief and Section Chief level, it is valuable to meet at Regional offices to give headquarters attendees better visibility of regional activities. At the Division Director level, the meetings should not be held at Headquarters or in a Regional Office, as attendees may be distracted by local situations.
We believe that more participation by NMSS in the escalated enforcement process would be beneficial, particularly in the conference itself (in person or by telephone.)
This would allow NMSS to be more aware of tile information presented by the licensee at the conference, would allow them to impart their technical and enforcement history knowledge during the ensuing post-conference caucus, and reduce later questions on the propriety of the action crafted by the Region.
Communications between the Division of Safeguards and Transportation and Region I have shown marked improvement, pnncipally through the efforts of Bill Floyd.
SGTR. He has provided notifications to us regardmg activities that require our resources sufficiently in advance to preclude significant impact, whenever possible.
He has also kept us appnsed of SGTR activities for better overall coordination.

With respect to Fuel Cycle Safeguards, due to the decommissioning activities at UNC-Navy and the current Category 2/3 safeguards status of the facility, we plan to make only two more security inspections during this FY. Each inspection should take about 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br />, unless unforeseen problems are identified. Tbarefore, about 100 of the hours (0.15 FTE) allotted for fuel facility security insp::etions will not be expended.

B.
Fuel Cvele and Nuclear Materials-1.
Anticioated Chances Fuel Cycle Facilities No significant changes are anticipated for licensing and inspection program completion goals. However, it should be recognized that all major Region 1 Part 70 licensees with the exception of NIST, CE Windsor and B&W Parks Township are in the midst of decommissioning activities. (CE Windsor is contemplating decommissioning and B&W Parks Township continues to decommission portions of the facilities). As a' result, the Region I fuel cycle inspection program is mostly on a
" demand" schedule so that specific one-of-a kind decommissioning activities such as demolition of buildings can be observed and confirmatory surveys can be conducted.
West Valley (DOE) has initiated installation of glass-making facilities that will be used for hot operations starting about January 1,1997, and startup of sludge washing operations is expected about September 1992. Therefore, there will be considerable
" monitoring" effort expended to review the status of environmental programs, electrical-mechanical installations and welding operations at West Valley over the next 12 months.
Materials To reduce the backlog of licensing actions both in number and timeliness, Region I DRSS has proposed to reduce its annual inspection goal and increase its licensing goal. We can reduce the number of core inspections available to be completed by 200 inspections through a deficit of 80 closcout inspections which will not materialize during this FY, and selective postponement of inspections of 120 licensees who have either demonstrated good performance in the past, or have lower actual safety risk than the current inspection priority. (More detailed information on these licensees is provided in Attachment 3.) In return, we would increase our licensing goal by 100 actions. These changes are shown in the following Table.

Due to the increased difficulty / complexity of the currently backlogged cases, it may be a challenge to achieve this licensing goal. Howner, if we are successful, we believe that by the end of the fiscal year, we will also have completed 90% of all new licenses and amendments in house for 90 days or more as of that date, with the following exceptions:

nis proposal has been discussed with NMSS and is presently under revision by Region I. Potentially a smaller number of inspections will be deferred, to ensure that all broad licensees, community hospitals, and nuclear waste licensees continue to be inspected on schedule.

Initiatives Fuel Cycle Facilities During FY 1991 considerable inspector and management effort (at least 14 staff weeks) was expended in conjunction with Headquarters personnel in review of the agency's fuel cycle licensing and inspection programs. This review resulted in the recent completion of the Task Force Report NUREG-1324 " Proposed Method for Regulating Major Materials Licensees, February 1992". Many programmatic initiatives and improvements were recommended during that effort.
Materials Region I has taken a number of initiatives to improve the safety of licensed programs and the effectiveness of the regional programs.
We anticipate wpwp.mming resources as discussed in Item B.1 above to reduce our backlog of licensmg actions.
We have initiated a stock-taking of all DRSS personnel, and organized three separate gmups to address the concerns. We have developed a licensing quality improvement team that has taken steps such as issuing color-coded retum envelopes with violations, and iLa'f--c'-' of the specific reviewer for licensmg actions. We are about ready to initiate a 6-month trial program in NMSB of voice-mail. We are also supporting the regional quality management effort.
We are in the process of creating a questionnaire for licensees to comment on our performance with respect to licensing actions, and we will contact a fraction of 3

licensees post-inspection to also obtain feedback on NRC performance (customer-oriented).
In the personnel area, we have continued to assign a technical staff member for a 2-3 month period to expedite activities associated with the recruiting and hiring process.
and the Division has created liaisons with a local high school, Morgan State University, and Howard University as Adopt-a-School programs. This has led to additional recruiting opportunities for both full-time and co-op positions. We have also upgraded two of the administrative positions in the Licensing Assistance Section.
Fuel Cycle Safeguards We are providing on the-job training (OJT) to another inspector in the Section in ortler to qualify him in port and route surveys and Safeguards transportation inspections.

Transoortation 1.
The information in Tables 1 and 2 regarding transportation inspections provided with your memo is correct.

For Materials (NMSB), all inspectors theoretically may perform transportation inspections. In 1991, 24 of the 35 materials ing+:i, perfeuued transportation inspections. Of these,11 have had the TTC H-308 training course, and 12 are projected to take the course in 1992 or 1993.-
For reactors and fuel facilities (FRS&SB), one inspector of non-power reactors, one inspector for fuel facilities and five reactor transportation inspectors are used. Of these, five inspectors have had the H-308 training, while the other two will attend the traming during 1992 or 1993.

The region does not use regional field notes for these inspections in the power reactor or fuel facilities areas. For materials inspections field notes are used (Attachment 4).

As inW come due, inspectors are sensitized to this issue so they can verify the nieuwe or non ai*= of a QA program and discuss it with the licensees. In one case we issued an NOV; in another case the licensee chose to terminate their license when faced with having to develop and implement such a program. DRSS will continue to imPwat the required actions in this area.

Low-Izvel Waste:
1.
No problems were identified in 1991.

For materials licensees, the Branch has issued guidance to its staff regarding interim 1
radwaste storage (Attachment 5). For reactor licensees, the Region has been monitoring their planning for interim radwaste storage since 1988.
Organizational Change (This does not respond to a specific question.)
We have created a Site Decommissioning Management Program Task Force. With 4.5 staff, this Task Force will address SDMP sites for a six-month trial period. After six months, the Task Force will be re evaluated. This Task Force will also tacide the most difficult licensing actions, and will help in reducing our backlog of late licensing actions which were discussed above.

METHODOLOGY FOR REDUCTION OF FY92 INSPECTIONS 1.
80 of 100 scheduled close-out inspections will not materialize.

45 Priority I licenses scheduled in FY92 will not be inspected until FY93, as follows:
Teletherapy at community hospitals will be rescheduled to coincide with the associated priority 2 nuclear medicine program in accordance with TI 2800/21.
The best performing licensees in teletherapy, broad medical, nuclear waste, irradiation, radiography, process and distribution, and nuclear pharmacy will be extended to FY93.
Most fixed radiography sites with no significant enforcement history will be extended to FY93.

15 Priority 2 licenses scheduled for inspection in FY92 will be postponed until FY93, as follows:
The best performing licensees in the areas of Type A broad academic and R&D, and community hospitals without teletherapy will be' postponed in FY93 and a similar number scheduled in FY93 will be rescheduled to FY94.
