Pg. 5, item 2.5 -- Followup on expired materials license in a more timely manner.

REGION II ACTION:

Additional management attention has been given to this area by the Division Director, Branch Chief, and Section Chief.

A DRSS Instruction has been developed, approved, and implemented which prescribes the method for identification, tracking, and followup on expired licenses.

In the three cases reviewed by NMSS during the program review, the expired license was timely reviewed for safety significance and, where none existed, the paperwork was processed routinely. Termination was postponed until a responsible person could be located to execute an NRC 314 or equivalent.

In one case, the former licensee vanished for over a year and finally surfaced as a fugitive.

In every case with safety significance, the Region acted promptly to resolve the safety significance.

'EGION II ACTION:

_aphasis is now being placed on this matter.

Very few of our licensees are burial site waste generators, and most who are, transfer to a waste broker who prepares the manifest, etc., based on information from our licensee. Consequently, we have been charging most of our radwaste effort to IE Proc. 86740 (required) instead of IE Proc. 84850 (optional).

How-ever, based on the audit recommendation we will consider IE Proc. 84850 to be required and charge time for any licensee who does not transfer radwaste onsite to a broker.

Pg 4, last sentence -- Fuel facility filing and administrative support.

REGION II ACTION:

An action plan has been drafted along with proposed schedules to overhaul the filing system.

The filing system will result in an integration of both safety and safeguards information.
