MEMORANDUM FOR:

SUBJECT:

STATUS OF DRSS ACTION ON NATIONAL PROGRAM REVIEW EXIT INTERVIEW RECOMMENDATIONS On March 30, 1989, I provided you with my plan of action on nine recommenda-tions that were described at the exit interview of the NMSS National Program Review (NPR).

Concurrent with our review of the draft NPR report, I have reviewed the status of our actions on these recomendations and want to update you.

For ease of reference in future updates, I have numbered the recomendations, but they are in the same sequence as in my March 30 memo, 1.

RECOMMENDATION:

Resolve Licensing Assistant position.

ACTION:

Initiate action to fill slot as appropriate.

DUE:

4/7/89 CURRENT STATUS:

Action initiated prior to 4/7. Position will allocate 0.75 FTE to materials and 0.25 FTE to Safeguards.

Posting is expected by June 15, 1989.

RECOMMENDATION:

Increase emphasis on criticality safety.

ACTION:

Select two individuals to take criticality course in New Mexico.

Identify course and date.

4/15/89 CURRENT STATUS:

J. Roth and R. Loesch took the course previously and M. Austin attended May 13-17, 1989.

J. Roth and R.

Keimig took other criticality safety courses.

Keimig will attend the New Mexico course in the future.

Sufficient backup is available, but item will remain open until Keimig attends the course.

RECOMMENDATION:

Get more PCs.

ACTION:

Identify need, comunicate with DRMA, get on mid-year resource list.

4/7/89 CURRENT STATUS:

Action reassigned to Kinneman.

EDO directed that no additional PCs be ordered at this time.

Need list will be formalized by June 1.

4 RECOMMENDATION:

Ensure backup transportation inspection capability.

ACTION:

Confirm need, initiate appropriate action.

Adequate backup capability exists.

J. Roth fully trained, qualified and experienced in this area.

Dr.

J. Jang attended A. Grella's course and an outside course, and accompanied J. Furia on inspections.

RECOMMENDATION:

Train backup for Greg Smith for Category I facilities.

ACTION:

Identify individual, provide training.

Keimig selected A. Della Ratta for training, which is underway.

RECOMMENDATION:

Increase frequency of Branch meetings.

ACTION:

The basis for this recommendation is a need for imprcved interaction among staff on materials issuer. This will be addressed, in part, by a joint monthl/ meeting of the three technical sections in the Nuclear Materials Safety Branch.

In addition, both br<nches will hold Branch meetings on a monthly to bi-molthly basis. (Bettenhausen and Bellamy)

Branch Chiefs are meeting the commitment.

7.

RECOMMENDATION:

Schedule, for the transportation course, the two materials staffers who have not yet attended.

ACTION:

Schedule Stambaugh and Schulingkamp for the October 1989 course.

9/30/89 CURRENT STATUS:

The designated individuals, plus any new employees who require the course, will be scheduled for the Course.

RECOMMENDATION:

Record Severity Level V non-compliance items for scheduled future enforcement use.

ACTION:

Propose system for recording and using such items.

Bores involved with Seabrook hearing.

Item reassigned to Dr. Bettenhausen.

Due date extended to June 15, 1989.

Seek additional improvements in report timeliness.
