SUBJECT:

DRAFT NMSS NATIONAL PROGRAM REVIEW REPORT Your memorandum dated May 6,1989 to James M. Allan requested our coments on the subject report.

Based on our review, we find the report generally to be quite accurate and to represent a significant improvement over last year's draft report.

The format was straightforward and covered the appropriate subject areas without unnecessary repetition.

The minor factual errors that were noted are sumarized in the enclosure to this memorandum.

We did not review for and have not provided editorial coments.

Following the exit interview by the NPR team, Malcolm Knapp, Director, DRSS, provided comitments for corrective action to Jim Allan relative to several recomendations made at that meeting. Also enclosed is the most recent update on the status of those actions.

o SPECIFIC COMMENTS ON THE DRAFT NATIONAL PROGRAM REVIEW REPORT PAGE 3, LAST PARAGRAPH, 3RD AND 4TH SENTENCES The sentences will more accurately reflect the purpose of our effort if stated as follows:

The extra effort to assure that newly licensed nuclear cardiology companies are prepared to fully comply with their license upon issuance is commendable. This required a significant use of staff resources, but should result in better licensee compliance in the future.

PAGE 5, IST PARAGRAPH, 2ND SENTENCE and PAGE 15, 3RD PARAGRAPH, 2ND SENTENCE Recently available statistics reveal that, through February 1989, 445 inspections were completed, 99% of the goal at that time.

PAGE 6, TOP PARAGRAPH, LAST SENTENCE Amend the sentence as follows (change underlined).

The Region staff stated that resources will be made available in FY 89 to complete the required fuel cycle health physics inspections.

PAGE 6, 3RD FULL PARAGRAPH, STH SENTENCE This sentence refers to "RNOV's."

We are not familiar with this initialism.

PAGE 14, 2ND PARAGRAPH, IST SENTENCE The phrase after the semicolon is inexact.

The Safeguards Section does have an assigned fuel facility inspector, and a backup has recently been designated.

Otherwise, the phrase is accurate.

PAGE 14, 3RD PARAGRAPH, 7TH SENTENCE and PAGE 15, 3RD PARAGRAPH, 6TH SENTENCE The effort described actually involves the formal Inspector Qualification Program. We suggest rewording as follows (changes underlined):

p. 14 Materials licensing expenditures exceed the budget due to the Region's initiative to qualify employees as inspectors and license reviewers.

P. 15 As mentioned above, this is due to the fact that there are currently a lot of reviewers / inspectors being qualified, and the qualification program includes a requirement to complete a specified number of licensing cases.

4 PAGE 16, LAST BULLET We believe the word "reconsnended" needs to be inserted after "NMSS".
