MEMORANDUM FOR: Nuclear Materfals Safety Branch Staff FROMr Ronald R. Bellamy, Chfef Nuclear Materials Safety Branch
SUBJECT:
GUIDANCE REGARDING INTERIM RADI0 ACTIVE WASTE STORAGE Since there are no states in Regfon I which presently belong to waste disposal comcact with operating disposal sites, the disposal of radioactive waste is likel become increasingly difficult and expensive for many Region I licensees. y to (See information Notice No. 89-13, copy attached).
In fact, we expect that a number of Itcensees may soon be unable to dispose of their radfoactive waste because the current disposal sites will close to them on January 1, 1993.
As a result, these Itcensees may begin to accumulate radioactive waste in storage until the disposal site planned for their State and/or compact becomes available.
This may lead to the storage of radioactive waste with inadequate security or may create biological or fire hazards or storage under envfron-mental conditions which result in the deterioratfon of the wasta containers.
Any of these situations will produce unacceptable radiological conditions.
Information Notice No. 90-09 (copy attached) discusses this issue and provides gufdance to licensees regarding 11 cense amendments to perwit interia onsite storage of radioactive waste. Policy and Gufdance ofrective FC 90-03 dated March 29,1990 (copy attached) contains gufdance on the implementation of the guidance in Information Notice No. 90 09 by Ifcense revfewers, j
in addition to this existing gufdance to better control the' interim storage of radioactive wasta, for Ifcenses spe, ctffed fn Attachment 1 Regfon I will now require by Ifcense condition either (1) that all ractoactive waste must be dfsposed within two years of the date it is generatedt or (2) implementation of a waste storage plan whfch the Itcensee submits for approval and incorporation into the Itcense.
Attachment,1sifsta the types and program codes of ifcenses in which one of these weste.sh ifcense condf tfons is now requfred. If you belfeve that a i
particulandf%eseDef the type or program code listed does not requf ra a waste storagetceeditfear,. discuss the issue with your section chief and obtain section chfef concurrasce before issuing the new or renewed ifcense. Likewise, you may proposesthest ene of the condf tfons be added to Itcenses with program codes that are not included in Attachment 1, when you believe ft is appropriate.
License reviewers are instructed to add the approprf ate condttfon in to the Itcenses Ifsted in Attachment I when the ifcense is initially issued, at renewal or when processfag a request for approval of t / 2 O A7 G)

Guidance Directive FC 90-03.In the review of waste storage plans, fo waste will be properly fdentiffed, packaged, be physically secu reasonably protected from fire and the elements and will not contrfbute unnecessary radiatfon exposure to the facility staff and the general public In other words, to approve a plan you must conclude that, if the lice follows the proposed wasta storage plan, the stored waste will not cre potential radfatton hazard to surrounding areas, potential release of rad ea active materials to unrestrfeted areas or increa o-personnel.
for storage f acility operations.
The program must include provisions for material security and inventory monitoring, shielding and area r,adiological controls. fire protection, effluen radiological surveys and periodic audits must also be included. Written procedu deteriorating contatners must be explicitly described. progra An effective plan should take inte account the isotopes, waste forms and quantftfe The elements of the storto.
e This guidance applies to all new and renewed Ifcenses described in A issued after January 31, 1992.
