SUBJECT:
FINAL REGION III NATIONAL PROGRAM REVIEW REPORT Your August 4, 1989 memorandum transmitted the Final Region III National Program Review (NPR). While the report was sent only for our information, we have evaluated the recommendations in the report.
Our response is set forth below:
a.
Recommendation Consider assigning the inspections associated with TI 2800/16 on a monthly rather than quarterly basis to spread the workload.
Response
We reprogrammed the LMS computer system to " spread out" the resultant inspection due dates and we now schedule inspections associated with TI 2800/16 on a monthly basis. This item was completed in June 1989.
b.
Recommendation Consider expanding the meetings of the inspection sections to include Section Chiefs and Branch Chiefs to pass on information from monthly conference calls and identify generic issues that may require management i
involvement. (Already implemented)
Response
l Our Section Chiefs attend all section meetings. Additionally, the Branch Chief and Technical Assistant attend as their schedules allow.
In addition, our Section Chiefs have been directed to take a more active role in these meetings. Your report acknowledged that this item was implemented prior to issuance of your report.

Recommndation Consider changing the Regional Allegation Program to place responsibility for allegation decisions related to materials in the Division of Radiation Safety and Safeguards (Already implemented)
Response
The Regional Allegation Program was changed and a new regional procedure was implemented on May 17, 1989. This procedure now places responsibility on the Division of Radiation Safety and Safeguards to determine if the inspection report and follow-up action are sufficient to close an allegation without prior concurrence from the Allegation Coordination Staff.
d.
Recommendation Involve materials licensing staff earlier during enforcement cases, as appropriate.
Response
lhe Branch and Section Chiefs (both inspection and licensing) meet weekly to discuss potential enforcement cases which are then placed on a list and routed to the staff. This allows licensing reviewers to become aware of enforcement cases early in the process.

Recommendation Obtain additional personal computers when available, and as appropriate, to improve staff efficiency.
Res)onse We lave ordered and received 4 additional personal computers for use in i
the materials program. We are waiting for the software and furniture to arrive. We anticipate full operation of these units by the end of September 1989.
f.
Recommendation Idiht~1fy areas where licensing and inspection staff feels additional or updated NMSS guidance would be useful, in order of Regional priority.
Response
Region III is presently evaluating the existing NMSS licensing guidance l
and identifying previous guidance that needs revision. Mike McCann has been assigned as project manager for developing this list. The scheduled date for completion and providing it to NMSS is September 29, 1989.

Recommendation Training in transportation and low-level waste should be provided to approximately five staff assigned to do inspections in these areas.
Response
After careful review of our needs for staff training in this area, when balanced against the training requirements for the inspectors assigned to low-level waste and transportation inspections, we have scheduled five inspectors / reviewers to attend the transportation course scheduled for October 1989. Although these five staff members may not be the ones identified in the NPR, they are directly involved in transportation inspection activities.
