l This letter refers to the inspection of your activities authorized under NRC License No. R-73 conducted by Mr. M. D. Schuster of this office on June 2-3, 1975.

It also refers to the discussion of our inspection findings held by the inspector with Dr. Woodruff and members of his staff on June 3,1975.

l The inspection included examination of your physical protection program 3

as described in our letter of June 25, 1975, which transmitted a

" Notice of Violation." Your letter of July 7,1975 described the corrective action taken in response to our Notice of Violation.

Based on the results of this inspection, it appears that in addition to the identified item of noncompliance certain features of your physical protection system are not in accordance with generally accepted practices in the area of industrial security or are unresolved matters which 4

warrant further attention.

They are being brought to your attention for i

corrective action as matters which appear to decrease the effectiveness of your physical protection program.

Please inform us of your response to these matters within 20 days.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, documentation of findings of your control and accounting procedures for safeguarding special nuclear materials and your facility security procedures are exempt from l

disclosure; therefore, the ' enclosure to this letter, the inspection report, and your response to the items listed in the enclosure to this letter will not be placed in the Public Document Room and will receive limited distribution.
