EMERGENCY PREPAREDNESS EXERCISES As you are aware, the revised energency planning rule published August 19, 1980, requires that emergency preparedness be upgraded and maintained at i

and around nuclear power plants. Part of the maintenance process is a requirement in Sections IV.F.1 and 3 of Appendix E,10 CFR Part 30, for periodic exercises, some of which must include offsite participation. In addition, a fullscale exercise must be conducted before any new license can be granted. The NRC will provide observers for the onsite aspects of these exercises and will

.review the proposed scenarios.

Although we originally believed that the two weeks prior to an exercise would provide sufficient time for us to review a scenario for adequacy (1) in terms of scope (testing of major areas of response) and (2) in ter:::s of response for major portions of offsite plans; we now recognize that this anount of time is not adequate to ensure a proper review and any required coordination. Therefore, we are requesting you implement the following schedule for supplying exercise information to the NRC.

I Since planning must occur well in advance of the exercise date so as to provide time for necessary coordinatien with State and local governmental agencies, we do not believe meeting this schedule will be an added burden.

This schedule should also provide for the maximum number of objectives being I

attained by all participating parties.
