I believe that the exercise was a most valuable learning experience for all of the participants and will clearly enhance our ability to deal effectively with any future nuclear event.

I want to note particularly the great value of your own vigorous partici-pation in the drill. The much greater control and ability to act effectively that resulted from your participation and from our direct communications was very clear to me at the Washington end.
