Dear Mr. Grimes:

On December 4,1979 Oregon submitted to the NRC its response plan for an accident at the Trojan Nuclear Plant. On January 8,1980 comments on the plan were received from the joint NRC(0SP)-FEMA advisory group and in a telephone conversation with your staff on January 21, 1980 we received NRC(NRR)'s comments. The purpose of this letter is to document Oregon's resolution of those comments.

NRC(USP)-FEMA comments wece documented in a memo from the Region X Region-al Advisory Committee to Tom McKenna, NRC(NRR).

Oregon concurs with those comments except for two areas.

First, for clarification with respect to Item 7a, the Oregon Health Division will determine the appropriateness of potassium iodide distribution to the public.

Second, with respect to Item 5b, Oregon believes that the prime contact in the state should remain with the Department of Energy and not be changed to the State Police.

The Department of Energy is more capable of interpreting the significance of a call from the Trojan Plant and advising other agencies of needed actions.

Since some agency has to receive a call from Trojan and notify state agen-cies, the more knowledgeable agency should do so.

Comments received by NRC(NRR) on January 21, 1980 are as follows:

A centralized point for the receipt and analysis of field monitor-ing data (Trojan E0C?) for both states must be developed.

A centralized point of contact for federal assistance (both states) must be identified (Oregon EOC?).

The use of KBAM for providing instructions to the public in 4

Columbia County does not meet the requirement for a 24-hour station;

in addition, public comments received during the teams' site visit indicates that this station cannot be heard throughout the EPZ.

The plans must reflect a range of protective actions to include shelter in addition to evacuation.

This must be reflected in the predetermined public message, education programs, and handouts.

7.

Provide a block diagram showing the operational interrelationship from each official with a principal coordinating rule.

8.

Provide an index with pages numbered to allow easy reference.

9.

Actual call lists (names and numbers) should not be provided in NRC copies.

10.

IRAP arrangements must sunmarize the resources available and how eacn is requested.

11.

Principal state and local response agencies must dispatch a repre-sentative to the Trojan E0C.

12.

Emergency Class schemes, notification procedures, and actions by offsite agencies must be established which are consistent with those described in the RERP (NUREG 0610).

13. The performance objectives for the public notification systems are:

14. Once a year a statistical sample of the residents of all area; within the plume EPZ must be made to assess the public's awareness of what actio ns are to be taken when alerted.

In addition, cor-rective measures to be taken must also be described.

15. The time required to augment or establish each state and local emergency function must be provided.

This must be done by job assignments or discipline (to include field assessment teams).

16.

Provisions for operational checking, calibrating and inventory of all emergency equipment yearly must be made.

17. An inventory of all emergency equipment must be provided.
18. The relationship between field monitor readings and exposures or doses must be established and their relationship to action to be taken.
19. The equivalence of various measured parameters to dose rates for key isotopes and gross measurements must be specified.
20. Maps for collection of survey data showing farms, dairies, food processing plants and water supplies must be provided.

21. A method of estimating total population exposure shall be established.

22.

Provisions for 24-hour-per-day capability of determining the doses received by emergency personnel must be described.

23.

Test exercises must be conducted annually, and one between 6 PM and midnight and one between midnight and 5 AM every 6 years.

24. The following drills must be conducted:

Communications (annually) 2.

Medical (annually) 3.

Radiological Monitoring (annually) 4.

Health Physics (semi-annually) 25.

Scenarios must specify the objective of the drill.

26. Critiques shall be performed by state and local agencies, and a fonnal evaluation of the exercise performed.

27.

Relocation centers should be at least 5 - 10 miles beyond the EPZ.

Oregon concurs with the above comments. These comments are consistent with the intent of Oregon's plans.

Oregon will work towards incorporating all comments into its plans by March,1980, at which time the plan will be submitted to FEMA and NRC for concurrence.
