Dear Sir:

On February 14, 1980 Portland General Electric Company (PCE) forwarded to you a letter detailing resolutions of the comments made by the NRC Emergency Planning Review Team on the revised Trojan Radiological Emergency Response Plan (RERP).

In that letter, two issues were identified as being unresolved:

1.

The requirement for 15 min. notification of offsite emergency agencies following the occurrence of an Unusual Event.

2.

The requirement for written closeout summaries to all offsite Emergency Operation Centers within 24 hr.

for an Unusual Event and 8 hr. for the remaining emergency classifications.

We indicated that we did not agree with these two requirements, and that the need for early notification and written closeout summaries in the above instances should be resolved between PGE and the State and local agencies involved.

We have contacted the appropriate State and local emergency response agencies in Oregon and Washington concerning the above issues and have reached -the following agreements:

PGE will not provide written closeout summaries to the State and local EOCs within the time period listed above; copies of reports to the NRC required by the Trojan Technical Specifications will be furnished to the State and local emergency agencies.

These changes will be included in the revised RERP to be submitted by April 1, 1980.

We hope that these two issues are resolved to your satisfaction.
