Dear Sir:

On December 4, 1979, Portland General Electric Company (PCE) submitted a draf t copy of the Trojan Radiological Emergency Plan for your review.

Subsequently, we received comments on the draf t from the NRC Emergency Planning Review Team. These comments have been resolved and ve are hereby forwarding to you a second draf t of the Trojan Radiological Emer-gency Response Plan (RERP). The RERP is Chapter 2 of the Trojan Radio-logical Emergency Plan and Procedures Manual (Manual) which includes the emergency plans of the States of Washington and Oregon, Columbia County, Oregon, and Cowlitz County, Washington, the U. S. Coast Guard and agreement hospitals. We are also including Chapter 1 of the Manual with this submittal as it contains overview information common to all chapters of the Manual.

In addition, we are forwarding to you, as an attachment to this letter, an index of the RERP versus the NUREG-0654 acceptance criteria to simplify the review process.

The public notification syster is still being designed.

g We anticipate submitting a design proposal for review by FEMA and the NRC by June 1,1980.

The recovery plan (Section 9.2 of the RERP) is still under development. We estimate that the plan will be completed and implemented before January 1, 1981.

We now anticipate that the RERP will be implemented by October 1, 1980.

We will inform you of any changes in the above schedules.
