Dear Mr. Withers:

Enclosed is our Emergency Preparedness Evaluation Report for the Trojan Nuclear Plant emergency plan.

Based on our review against the criteria in NUREG-0654, we conclude that the Trojan emergency plan meets the requirements of 10 CFR 50, Appendix E, and the standards of 10 CFR 50.47; however, the criteria and imple-mentation schedules for the emergency response facilities, emergency manpower levels and meteorological systems will be specified in NUREG-0654, Revision 1, NUREG-0696, Revision 1, and in NUREG-0737. The Trojan emergency plan must be revised to address these requirements in accordance with the schedule established in these documents.

As indicated in our letter to you of November 24, 1980, implementation of protective measures during periods of volcanic activity must be addressed specifically in the emergency plan. A revised plan that addresses volcanic activity and the commitments in your October 2, 1980 letter must be submitted and implemented in accordance with the provisions of revised 10 CFR 50 of the Commission's regulations.
