Dear Mr. Engelken:

Your letter of July 1, 1981 requested that Portland General Electric Company provide, by July 24, 1981, the status of the notification system for alerting and providing prompt instructions to the public within the plume exposure EPZ in the event of an eagerency (10 CFR 50, Appendix E, Section IV.D.3).

The emergency notification system for the Trojan Nuclear Plant ccnsists of a network cf outdoor sirens, coupled with public information broadcasts over a pre-designated commercial radio station. A preliminary description of the system is contained in Chapter 1, Section 10.2 and Appendix l-B of the Trojan Radiological Emergency Plan which was submitted to NRC on December 31, 1980.

The scheduled operation date for the notification system was July 1, 1981. However, delays in equipment delivery, installation and system problems identified during pre-operational testing have delayed the full implementation of the notification system. As of July 24, 1981, the siren warning system is operational. The public information system utilizing the commercial radio station is partially operational, as the radio station currently does not operate 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> a day. A device to allow the principal county emergency response agencies within the plume exposure EPZ to remotely activace the radio station during nonoper-ating hours has not been installed due to equipment delivery problems and interface problems with the radio station. During nonoperating hours, the radio station can still be activated by notifying the station staff at home to return to the station. Full operation af the public informa-tion system is scheduled for July 31, 1981.
