20555 Dear Sir RE: Trojan Radiological Emergency Plan 1982 Annual Exercise I have received a copy of Mr. Bart Withers' letter to you of January 13, 1982, requesting the Commission to grant Portland General Electric (PGE) exemption from the requirements of 10 CFR 50, Appendix E allowing the next full-scale exercise of the Trojan Radiological Emergency Plan to be held during the week of November 15-19, 1982.

During the previous calendar year, as the Withers' letter reports, Washington has been involved in two comprehensive tests of its Trojan response plan and procedures.

I support Uithers' contention that PGE can extend the period between full-scale exercises without vielating the spirit of NRC regulatory requirements. Furthermore, during the spring and summer months, Washington will be preparing, through training and sub-system drills, for the first major exercise

of the WPPSS WNP #2 Ecergency Response Plan. Therefore, Washington will be continuously upgrading its overall response capability during the proposed Trojan exercise extension.
