Introduction on October 24, 1975, the Babcock & Wilcox Company (B&W) tendered an appli-cation for a Preli=inary Design Approval on the standard liSSS termed BSAR-205. The system is a 3300 megawatt (thermal) steam supply system based on the 205 fuel assenbly reactor and two-loop reactor coolant system that has been proposed in several custom CP applications, including Bellefont 1, 2 (TVA), WMP-1, 4 (WPPSS), Greenwood 2, 3 (DE), Pebble Springs 1, 2 (PCE) and Greene County 1, 2 (PASUY). BSAR-205, like the custom application mentioned, uses the B&W Mark C 17 x 17 fuel assably.

On January 8, 1976, the staff met with B&W to discuss deficiencies in the application as te.dered, and on January 23, a letter was sent to B&W informing then that the BSAR-205 acceptance review would continue until our receipt and evaluation of responses to matters discussed at the January 8 meeting. B&W responded as scheduled, on February 13, 1976.

Review Status Sunnary Staff review leading to the January 8 meeting identified a number of ~

deficiencies and requests for additional infor=ation. Five branches reco-ended rejection: Electrical Instrumentation and Controls, Containment Systems, Reactor Systems, Radiological Assessment, and Auxiliary Power and Conversion Systems.

Matters of special concern found during tha initial review were:

Lack of interface criteria and improper presentation of interface data Lack of mass and energy release data for LOCA l

Failure modes and effects analyses for feedwater/ steam line break accident Design features of systems and equipment provided to ensure that occupational radiation exposures are as low as reasonably achievable.

to B&W as information needed to start the BSAR-205 review. L&W's response was generally extensive and pertinent.

The application is tendered under the provisions of Appendix 0 to 10 CFR l

50. There is no Environmental Report associated with this application.

1 Anti-trust review is not required and has neither been solicited nor received. Tha OIE has reported (J. G. Davis to R. Boyd, December 24, 1975) that there are no substantive unresolved issues relating to the 1:nplementa-l tion of the B&W QA program that require further identification and follow-up at this time.

Conclusion and Recomunendations j

Based on the prior review by TR branches and the current LPM review, the BSAR-205 application is determined to be sufficiently complete to begin the i

PDA review. Accordingly, I recotraend that the application be docketed.

l A letter is prepared advising B&U of our acceptance, and reminding them that there are further information requests previously transmitted to them which must be responded to within five weeks from docketing. I propose to orally inform the applicant of our acceptance following your approval of the letter. In order to meet a projected docket date of March 1,1976.,

the applicant needs official notice by February 25, 1976.
