Reference 1 is an interim report of the B&W 177 FA Lowered Loop plant small break problem as applicable to the Midland plant.

This report states that Consumers Power is investigating the feasibility of using operator action or design rcodifications to mitigate the consequences of a small LOCA, and that they will provide another interim report by July 21, 1978.

Receipt of an analysis on this date may not allow sufficient time for review prior to the current Second Round question deadline of August 4,1978. A particular concern in this area is the necessity for, and the time available for, operator action.

It is our desire to minimize any reliance on the operator to align the IIPI system following a small break. Accordingly, we expect the applicant to explore alternative design features which could preclude the need for operator actions, particularly outside the control room. Also, we would expect the applicant to submit or re'.arence an approved small break spectram analysis, using an approved evaluation codel, which fully describes their assumptions regarding operator action. When available, a draft of these analyses would help RSB expedite the Midland ECCS review.
