SUBJECT:

TMI-1 PRESSURE-TEMPERATURE LIMITS FOR EMERGENCY CONDITIONS Three Mile Island Unit I has recently submitted their revised loss of coolant accident emergency procedures which contain proposed emergency / faulted temperature-pressure limits. This curve appears to be the same as that proposed by SMUD and 03-1 (note the use of downcomer vs. incore outlet themoccuple temperature). We request that you review the enclosed curve for THI-1 and confirm that the revised limits are acceptable for degraded LOCA conditions.

We recognize your suggestion to make the application of these limits more general to include all emeroency/ faulted conditions (reference your memo to T. Novak dated Jan. 14,1980); however, generic study would be first required to provide a basis for defining each emergency / faulted scenario and incorporating these bases in plant procedures. The need for this work in the future will have to be weighed by management against the expected resource demands frcm other fronts.
