EEB - Complete The enclosed ESF filter technical specification amendment is the result of negotiations with the licensee at a meeting hell at Tiil-l on February 12, 1980.
The attendees were:

Witt The attached ESF Filter Techn4dal Specification and the accompanying safety analysis report reflects the agreed upon THI-l amendment and should replace the December 23, 1979 submittal completing TAC 8613. This amendment dens not includedtechnical specifications on tie THI 7 X'xiliary/ Fuel Handling Building Exhaust Ventilation System which is schedule for completion prior to movement of fuel during the next refueling. Annew amendment must be submitted to cover this modification.;
A flow distribution test perfomed on the Auxiliary and Fuel Handling Exhaust Air Treatment System indicated that the flow rate in 17% of the filter units exceeded 20% of the average system flowrate.
Since the flow distribution test was performed on HEPA filters which were in place since 1974, it was decided te the February 12, 1980 meeting to replace all the filter units and remn the flow distribution test. This should be completed in May of this year. The filter replacement should bring the air distribution across the HEPA filter bank to within the 20% specification.
Following the February 12, 1930 meeting D. Dilanni and F. Witt met with John Collins to brief him on the results of the TMI-l filter technical specifications meeting.
