Dear Mr. Miller:

Combustion Engineering, Inc. (C-E) hereby submits for your review seventy (70) copies of Amendment No. 6 (non-proprietary) to CESSAR-F. This amendment in-cludes a variety of changes which are listed and explained in the attached table. A draft copy of this amendment was previously transmitted by the above reference.

An additional amendment is being prepared for submittal which will incorporate the balance of CESSAR-F changes provided in the reference letter.

AMENDMENT N0. 6 TOPICS OF REVISION

Reference:

Letter A. E. Scherer to D. G. Eisenhut, dated October 8,1981.

1) CESSAR Scope and Interfaces (Chapter 1)

Clarifications to the System 80 scope and interfaces have been provided.

2) Revisions to the Seismic Design and Mechanical Systems (Chapter 3)

Numerous clarifications and revisions to Chapter 3 to incorporate changes in structures and systems classification, internal flood protection, missile protection, design basis pipe break analysis, seismic ~ analysis methods, stress analysis computer programs,' stress analysis transients, reactor internals dynamic system analysis, and ASME Code Class information were added. These changes are revised to reflect NRC staff review comments in these areas as discussed in the above reference.

3) Reactor Coolant System Data and Appendix 4C (Chapter 4)

The Reactor Coolant System Thermal and Hydraulic Data was updated and Appendix 4C was added, which describes the hot loop flow testing for System 80 as discussed in the above reference.

4) Low Temperature Overpressure Protection (Chapter 5)

Information on the CESSAR Low Temperature Overpressure Protection (LTOP) design was added. System design basis information and LTOP transient analysis results were provided.

5) Revisions to Interfaces and Reactor Coolant Pressure Boundary Design (Chapter 5)

Revisions were incorporated for internal flood protection to the CESSAR interface requirements. Applicable code cases for CESSAR reactor coolant pressure boundary components were revised. Changes were instituted into the CESSAR reactor vessel material surveillance program. These changes were as a result of NRC staff review reported in the above reference. Several figures were updated to show sheared shaft protection information which was incorporated in Amendment No. 5.

-6) Interface Requirement Changes (Chapter 6)

Revisions were incorporated in the interface requirements for internal I flood protection,' air system quality and safety injection tank vent valve operation. !

7) Supplementary Protection System (Chapter 7) l The information on the CESSAR Supplementary Protection System (SPS) was added. System design criteria and a system description was provided as a result of NRC staff review coments.
8) Miscellaneous Instrumentation Revisions (Chapter 7)

Numerous clarifications and revisions to Chapter 7 were incorporated in the Reactor Power Cutback System (RPCS), Setpoint Methodology, Plant Protection System, and Core Operating Limit Supervisory System (COLSS). These changes are revised to reflect NRC staff comments in these areas.

.9) Revision 'to Interfaces and Piping and Insrumentation Diagram (Chapter 9)

A revision was incorporated to the CESSAR interface requirements for internal flood protection, spent fuel pool draining and RWT vent line freezing.

The Chemical and Volume Control System (CVCS) Piping and Instrumentation Diagram-was updated.

10) Deletion of CESSAR Section (Chapter 10)

CESSAR Section on Chemistry Control Effects on Iodine Partitioning was deleted since this topic is covered in Chapter 11.

11) Rad Waste Data and Equation Revisions (Chapter 11)

Some clarifications were made and additional interface information re-quested by the NRC staff was added.

12) Initial Test Program Revisions (Chapter 14)

. Extensive Chapter 14 revisions to tLe Initial Test Program were incor-porated as result of the NRC Staff review. These changes were reported in the above reference.

13) Complete Re-write of Chapter 15 (Chapter 15) .

Chapter 15 was completely re-written to incorporate the Standard Review Plan Format. These changes are a result of ongoing NRC Staff review and were previously provided in the above reference.

14) Reactor Coolant Pump Seal Injection Flow (Appendix A)

A clarification was provided as to the Reactor Coolant Pump and-Component Cooling Water System scope and the results of the Test program for loss of seal injection water.

15) Accident Monitoring System (Appendix B)

Extensive information on the Accident Monitoring System was added to Appendix B of CESSAR per an NRC Staff request. This information was previously provided as a draft in the above reference.
