, DUANE ARNOLD ENERGY CENTER Iowa Electric Light and Power Company Licensee Event Report - Supplemental Data Docket No. 050-0331 Licensee Event Report Date: 11-25-81 Reportable Occurrence No: 81-038 EVENT DESCRIPTION During normal operation following reactor startup, the drywell oxygen concentration was not reduced to less than 4 percent within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> of the mode switch being placed in run as required by technical specification 3.7.A.5 and the proper drywell to suppression chamber differential pressure was not established per technical specification 3.7.A.7. Inerting was in progress at the time with drywell oxygen concentration at 11 percent. A 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> LCO was entered. Prior to entering the LCO, the reactor power level was reduced and the reactor mode switch was taken from run to startup with the intension of proceeding to cold shutdown if proper oxygen concentration could not be established. Proper oxygen concentration and differential pressure were established within the following 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />, ending the LCO. There have been 2 previous similar occurrences of not meeting the oxygen concentration requirement (See RO 79-3 and 77-38).

CAUSE DESCRIPTION The drywell was not inerted in time due to the auxilliary boiler feed pumps being inoperative. The auxilliary boiler is used to heat the nitrogen vaporizer used during containment inerting. The drywell to suppression chamber differential pressure cannot be established while inerting is in progress.

CORRECTIVE ACTION An auxilliary boiler feed pump was repaired. Containment inerting was subsequently completed and the drywell to suppression chamber differential pressure was established. No additional corrective action is planned.
