WESTINGHOUSE ELECTRIC COMPANY, LLC, INTERIM APPROVAL OF DECOMMISSIONING COST ESTIMATE AMOUNT (ENTERPRISE PROJECT IDENTIFER L-2019-DFA-0004)

Dear Mrs. Spalding:

We have reviewed your updated decommissioning cost estimate (DCE) submitted by letter dated July 25, 2019 (Agencywide Documents Access and Management System [ADAMS]

Accession No. ML19206A043), and supplemented by responses to a request for additional information dated December 10, 2019 (ADAMS Accession No. ML19345F265). We approve the updated estimate for the cost of decommissioning. Specifically, we find that the cost estimate is based on reasonable and documented assumptions, and that it reasonably estimates the cost, at this time, to decommission the facility, if necessary. Accordingly, the U.S.

Nuclear Regulatory Commission (NRC) considers that the Westinghouse 2019 DCE satisfies the requirements of Title 10 of the Code of Federal Regulations (10 CFR), Paragraph 70.25(e). We request that you proceed with revising the financial assurances mechanism and Certification of Financial Assurance, and submit them within 30 days of the date of this letter.

Your submittal was assigned Enterprise Project Identifier (EPID) L-2019-DFA-0004. The EPID is considered CLOSED. A new EPID will be assigned for the review and approval of updated financial assurance instruments, and an updated certification of financial assurance. Our safety evaluation report is enclosed.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from ADAMS. The ADAMS database is accessible from the NRC Web site at: http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

The enclosure transmitted herewith contains proprietary information.

When separated from the enclosure this document is decontrolled.
