Grand Gulf Nuclear Station Unit 1 Docket No. 50-416 License No. NPF-13 File 0260/L-835.0 Special Report 83-047/0 - Fire Protection Halon Systems Fail Surveillances AECM-83/0359 The fire protection halon systems for two Control Room back panels failed surveillances on May 8, 1983, and May 11, 1983. The systems are required to be operable per Technical Specificetion 3.7.6.4 and since they were not restored within fourteen (14) days as required by the action statement, this is being submitted as a Special Report pursuant to Technical Specification 6.9.2.

Both surveillances failed because of an inability to meet a tolerance specified for full charge pressure. The surveillance procedure was more conservative than the Technical Specification in that a 15% tolerance was specified when in actuality the Technical Specification allows a 10% tolerance band (negative only). In addition, one halon bottle for panel 1H13-P910 was still unable to meet the full charge pressure requirements (90% full charge pressure) and was consequently replaced. The affected surveillance procedures were revised to reflect the 10% tolerance band allowed by the Technical Specifications. The surveillances have been repeated and both satisfactorily passed (panels 1H13-P903 and 1H13-P910) as of June 20, 1983. The event had no affect on the health and safety of the public and did not constitute a threat to plant safety.
